An lmplementation Committee may be formed in IISc to oversee and ensure the timely execution of STARS.

Domain Expert Committees shall be formed by the National Coordinator for scrutiny, evaluation and monitoring of the projects. These Committees would be as per the
pre-determined thrust areas. lndustry & end users would also be Members in this Committee to drive and provide direction to research.

There would be an Apex Committee with Secretary (Higher Education) as Chairman, with Director (IISc), Heads of all the Domain Expert Committees and Secretaries (or their nominees) of DST, DBT, MEIT, CSIR and two representatives from lndustry as Members. Senior Economic Adviser (HE) would be the ex-officio Member of the Apex Committee.

The Apex Committee would give final approval for the proposals shortlisted by the Domain Expert Committees and also conduct annual review of progress of the scheme.
