Indian lnstitute of Science Bangalore would be the National Co-ordinator for the STARS programme to implement and monitor the programme as per scheme guidelines.
  • ln the first stage, all proposals would be received online on a portal created and managed by IISc.
  • The Reviewer would shortlist selected proposals based on the merit of the proposal, scheme parameters and other eligibility criteria using online process.
  • The Chairmen and Members of the Domain Expert Committees would review the shortlisted projects. They could invite researchers to make presentations or through Video Conferencing and subsequently make their recommendations of projects for approval of Apex Committee.
  • Projects with prior alignment with industry need would get priority.
  • Projects already funded earlier by other sources like DST, DBT etc. may not be considered to avoid duplication.
  • Projects attempted to be dovetailed with ongoing research would not be permitted for funding.
  • Projects shall be completed within 3 years.
  • An upper limit on ongoing research projects being implemented by applying researchers would be decided by an Expert Group. Upto that decided project limit, PI's and their teams may be evaluated based on their achieved outcomes.
  • The Apex Committee would examine and give final approval to/from out of the projects recommended by the Domain Expert Committees.
