Committee Structure
STARS maintains a rigorous three-tiered committee governance mechanism to oversee proposal scrutiny, award allocation, and milestone monitoring:
1. Implementation Committee (IISc Bangalore)
An Implementation Committee formed within the Indian Institute of Science (IISc), Bangalore, oversees day-to-day administrative execution, technical web portal operations, and coordination with applicant institutions across India.
2. Domain Expert Committees (DECs)
Formed by the National Coordinator across the six predetermined thrust areas. DECs consist of eminent academic experts, scientists from national laboratories, and industry representatives to scrutinize proposals, conduct peer reviews, and monitor ongoing projects half-yearly.
3. Apex Committee
The highest national policy and sanctioning body:
- Chairman: Secretary (Higher Education), Ministry of Education, Government of India.
- Members:
- Director, Indian Institute of Science (IISc), Bangalore
- Chairpersons of all six Domain Expert Committees
- Secretaries (or nominated representatives) of DST, DBT, MeitY, and CSIR
- Two nominated representatives from Indian Industry
- Ex-Officio Member: Senior Economic Adviser (HE), Ministry of Education.
The Apex Committee gives final approval for shortlisted proposals and conducts annual reviews of program performance.
